How do I file charges to one owner of a condominium who illegally cashed a check address to the association for a fire in the building

You can not file criminal charges but rather can contact local law enforcement to file a criminal report. It is up to the police to forward their report to the State Attorney who will ultimately decide on whether the action was criminal.

You would need to file a police report with the appropriate agency. If the place where the crime occurred was in an unincorporated portion of your county, then the county sheriff will likely be the agency you will need to speak with. If, on the other hand, the crime occurred in an incorporated area serviced by a municipal police department, the local police department will likely be the appropriate agency.

Keep in mind that this is how you would file a criminal complaint. It would have no bearing on a civil claim for conversion of the funds. If you have questions in regards to a civil claim, you should contact a skilled civil litigation attorney asap, as there are time limits that apply to civil claims.
