Is it illegal to not have a drivers license or ID card?

You are not required to have a driver's license unless you intend to drive a motor vehicle or other vehicle for which you may need a license.
You also are not required to have an ID card and are not required to be able to show proof of identification when randomly asked. However, certain things require a picture ID: cashing a check, getting on a plane, entering some buildings, voting, etc. You are probably better off to have one.
