Is it illegal to have a relationship with a 13yr. old when you are 18yrs.old??

Is there a law not permiting a 18yr.old to be with a 13yr.old even if they are not having sex . The only thing they do is talk and see each other . Can the 18yr.old go to prison for being with a 13yr.old?

Its not illegal to be friends but anything else is illegal. while not illegal its highly inappropriate. An 18 year old is an adult a 13 yr old is a child.
