Inappropriate Use of Company Credit Card

My company conducted an audit on my employee's company credit card and discovered that he had been using the card inappropriately for personal use(which is prohibited). In addition, we discovered that the employee had forged my signature on some of the authorization statements as well as submitted bogus receipts.The company has advised that they won't pursue this legally due to the dollar amount involved, but they are going to try to terminate the employee. How should I respond to my boss and the rest of the committee when I'm asked ''why didn't I catch these personal charges once he brought me the statements to sign off on for approval?'' Unfortunately, I don't have a good answer except the fact that I failed to thoroughly examine each statement line by line.
