what happens to an inmate after 175 days without an offer from a state attorney

Nothing. There is no legal requirement for a prosecutor to extend a plea offer. The defense attorney can ask the prosecutor for a plea offer. The defense attorney can even set a "plea conference" to see if there is an offer from the prosecutor or even from the judge. If the inmate does not have a private attorney then I would suggest his/her friends or family retain one for the inmate.
