international travel with warrants
I was arrested and ror'd 12 years
ago for 4 felonies. first time
offender and no trouble since,
never went to court. Can I get a
passport and travel abroad.

I'm surprised that you have made it this long without being arrested on the warrants.
Probably not a good idea to apply for a passport until you take care of this issue.
If you want to give me some more info like: county, name, DOB, etc. I will look into the issue for you.
Sometimes people are arrested and cases are never filed, so you could be worried for nothing.
