The withholding of adjudication used to mean something - that was before the Internet and the conservative took over government.
Now, the withhold means very little, unless you have be subpoenaed to testify in court. The answer by Valerie is correct, as far as Florida law is concerned, but many areas of law consider a withhold as a conviction, thus the original meaning has become lost. Also, even a withhold that has been expunged must be revealed in certain employment and professional contexts.
Therefore, in my view, the withhod is an artifice of the past and no longer serves the purpose for which it was created. In modern day America, where spitting on the sidewalk is almost a felony, the withhold is as useful as a three dollar bill - and you should hear what I really think . . .
