juvenile arrest

my son got caught shop lifting at a supermarket. he too an item that was 3.99, because he only had $3. he was arrested, but released to his mom. He got a contract for arbitration or first offender program. He has to do 30 hours of community service, a letter, an essay, 3 jury duties, 3 drug test and go to face it program.. (he stole visine) I am wondering what happens if he does not complete all the tasks? he has done most of it, but i am not sure he can complete the 8 face it dates on thursday pm. He is seeing a counselour, for his adhd and other things, who is a certified drug couseler, he does not have a drug problem but was experiementing. What will happen if he does not compled the program?

Diversion is the surest way to ensure the case is dropped. He should try to finish it.
