What to do when the law won't help

My boyfriend choked me nearly to death. The police refuse to do anything about it even though they have pictures of my neck with all the dark bruises. They said I waiting 24 hrs before telling them, I did, I was scared of him. They will not issue a warrant or arrest him. He filled out a statement that he did nothing and they said because he said he did nothing, they aren't going to do anything to him. What do I do to make someone arrest him ?

The police have complete discretion to make arrests and, if they won't, you can only complain to their supervisors and to internal affairs. In rare circumstances, you may be able to convince the State Attorney's Office to file the charges, so you may want to try calling them, but they usually will only refer you back to the police.
