I would like to know if the law for habitual driving on suspended licence has been changed to prevent certain people from going to prison for the offense?

No they didn't change whether or not a person goes to jail or prison, but they did make SOME driving on a suspended license no higher than a first degree misdemeanor, punishable by up to a year in jail. This applies, IF AND ONLY IF, the reason for the suspension was for financial reasons, such as unpaid tickets. In other words, if it was suspended for DUI, drug suspensions, and other reasons. See Florida statutes 322.34.
