when did the law or if there ever was a law on operating a 49cc scooter come into effect. Can a scooter of this sort be operated without a license

Neither mopeds nor even go-peds (those 2 wheel stand up scooters with little engines on them) are able to be driven on the road without a license. It's never been specific in the statute but has been interpreted that way by the courts for over a decade.
