if the prosecutor does not have a witness, does the state have a case, and if so what kind?

Maybe. The can use all sorts of other evidence including cameras, reconstuctive evidence, tire marks, dents and paint on your car or the other, and the list goes on. Also, previously unknown witnesses will sometimes be found as the case progresses towards trial. Many cases are won without an eye witness.
