If your father is innocent then he should go to trial. His public defender, or any attorney for that matter, can not force him to plea guilty. The judge will ask him at a plea if he wants to plea or go to trial so it is all in your father's hands. Insist on a trial to prove his innocence. If there is racism, then good cross examination will expose that. Good luck.
