is it illegal to speak swear words in front of women or children in public?

Generally speaking, yes. We each have a First Amendment right to certain protected speach. However, that right is NOT unlimited. The best example is that you cannot shout "fire" in a crowded theater. Also, you generally cannot use "fighting words" in public if they are used to instigate a fight or brawl.

No state or federal law prohibits speaking swear words in public, regardless of who is present.
