Is it it legal for the judge to declare a person guilty before having a trial? What happened to innocent until proven guilty

It is absolutely not legal. You are innocent unless proben guilty beyond a reasonable doubt and that presumption stays with you until a verdice is rendered. Talk to your attorney about whether it is appropriate to recuse that judge.
