is it legal for a 24 yr. old male to "date" a 16 yr. female if the mother approves?

It's legal to just date, but obviously your question involves more than just dating. If there is any sexual contact, you would be in violation of the law. Statutory Rape is the term that most people are familiar with. In Florida you could be charged with unlawful contact with certain minors or lewd and lascivious behavior. If discovered by law enforcement, you can be prosecuted regardless of the wishes of her mother. And, if you're convicted, you can go to prison and be labeled a sex offender. In short, it's not worth it.
