life sentence
someone told me there was a bill passed to reduce a person's life sentence to 40 years? have you heard of this?

There is no such bill. Was the person a licensed attorney? I would sincerely doubt that. Many people profess to know the law but don't. When I want medical advice, I ask a doctor - not a non licensed person.
