how long does the court have to see a misdeameanor case before
it can be dismissed based on too long time?

Not sure what you mean by "see" a case. There are different rules for different situations. There are state speedy trial rules, constitutional speedy trial rules, and lack of prosecution cases. A misdemeanor case can take many months and on occasion extend into years. Talk to your attorney about speedy trial to see if it applies to you.
