Legal Question in Criminal Law in Florida

how long after a felony conviction can i be esponged & be able to vote, etc.?

I am a convicted felon x2. I was last convicted in 1999 of felony larceny & I also had another felony larceny a year before that. Of course, I am only considering espongement because I haven't had any charges whatsoever since then. I would like to be able to vote. I am a Virginia resident but have lived in Maryland since July of this year so maybe that considers me a Maryland resident. One of my charges was in VA but the most recent was in FL. Can I be esponged?
