How long does the Sheriff's Dept. have to serve Notice to Appear papers after a misdemeanor arrest?

Do you mean a summons to appear in court? You probably didn't mean it this way but "notice to appear" has a specific legal definition with different consequences than a summons. If you mean summons, and you were arrested, then they have 90 days to file formal charges. There are exceptions and I would advise speaking with an attorney to be sure what your options are.
