malicious intent
when any law enforcement agency intentionaly turn off surveilance cameras before shooting someone and in report state the cameras wern''t recording at the time and you have proof an eye wittness that they did. are they liable.

Liable for what? Just because they turned off the cameras doesn't mean they wrongfully shot someone, though, admittedly, it is suspicious.
