What does it means when a P.O. recommends no more probation even though the court orderd fine have not been completely paid?

It's either a good or bad thing. It could be good, if you've been good, because it could mean the PO is recommending that your probation end and that you get off probation. On the other hand, if you violated probation because you haven't paid your fines on time, the PO may be saying to the court terminate probation and put you in jail or prison depending on the underlying charge.
