If a minor dies from a drug overdose are the individuals taking drugs with him (or those who supplied him the drugs that killed him) guilty of his death?

Only if there is more to the story. Just using drugs with him would not make them legally responsible for his death. Supplying the drugs also wouldn't be enough. But if the drugs were unusually dangerous, if the danger caused the young man's death and if the supplier knew about it, the prosecutor would have a pretty good case.
