if a minor files a false rape report against her boyfriend and causes an investigation only to admit to have been lying to get out of trouble at home, is there a way to apologize and avoid jail time?

You can apologize but in cases like that it is a felony and you will probably face prison time. It is best to hire an attorney who can explain the situation with the prosecutor and avoids having you implicate yourself.
