Legal Question in Criminal Law in Florida
If a minor is involved in an incident were you could have been charged and the police take your information but DO NOT file charges does this go into your permanent record and will it be brought up in a record search and held against you by the prosecutor if you are charged with a different incident?

It wouldn't go onto your "permanent" record unless you were actually arrested. However, if a prosecutor wanted to find out more information about you, then there is probably a police report prepared where your name is mentioned. That said, it is unlikely, unless the officer was involved in both cases.
