if you have been arrested and FDLE question you about anything with your rights being read , is it legal.

You have the right to remain silent. Anyone can question you with or without Miranda. If no Miranda being read and if they are conducting a criminal investigation they can't use anything you say against you.
Best thing is to say nothing. Fish that doesn't open mouth doesn't get hooked.

The police,FDLE, FBI etc have to read Miranda only if you are under arrest and they assk you questions that may incriminate you.
