municapl police record
If a person gave info. to local police about a felony action against that person by someone, but later decided not to press charges, would there be a police record of that information 20 years later? Would it be accessible by the local press?

A criminal arrest history comes into being if you are arrested. Someone filing a complaint against another person will not create a criminla history record. BUT if maintained by that agency it is a public record that can be accessed by the media.
