Is it normal procedure to allow a person charged with witness tampering to bail out of jail?

Almost anyone accused of crime (with the exception of someone charged with murder, rape, violations of probation), is entitled to a bond under state law. Despite the amount of evidence, the constitution guarantees everyone the presumption of innocence and therefore, entitled to release with bond and/or other conditions.
