Has your boyfriend been charged by the state or the Federal government?
If he has been charged by the State of Florida he may be accused of violating Florida Statute Section 843.02.
In order to sustain a conviction under section 843.02, Florida Statutes, the state must prove that (1) the officer was engaged in the lawful execution of a legal duty, and (2) the action by the defendant constituted obstruction or resistance of the lawful duty.

Your boyfriend has a capias out for his arrest, most likely for failure to appear for a criminal offense he was charged with.
