outstanding warrant

If you are a foreigner, and have an outstanding warrant for probation violation can you travel back and forth out of the country?

No, you will most likely be stopped at customs.

You can probably travel outside of the United States but face a serious risk of being detained upon returning by United States Customs. Accordingly, it is not a good idea of travelling until this outstanding warrant is resolved.
