Legal Question in Criminal Law in Florida
What is the penalty for grand theft in the amount of $3,500. I am located in Tampa, Florida.
I have a friend that had $3,500 taking from his retirement account by his ex. He is trying
to decide if he should press charges.

The penalty is up to 5 years prison. But your friend can't "press charges." Only the state attorney does that. If he wants to see him go to jail, he should report it to the police. If he just wants the money, he can do a civil suit; however, if someone is stealing money, it is often hard to collect.
