If someone who had permission to use a vehicle got into an accident, Could the owner still press charges on that person because they got angry a month later? These people were friends and roommates at the time of the accident...

If by "that person" you mean the one who drove the vehicle, then yes you can pursue a CIVIL claim against them. You should contact your insurance company as soon as possible to see if they can get a subrogation claim against him.
