As long as a warrant exists they can technically be arrested at any time. The answer here really depends on what sort of security protocols that the person has to go through. Generally, a person goes through customs in the port of entry. The US may see that the person has a warrant for their arrest when they are coming back from the islands and are going through customs. If a person has an arrest warrant and they are having their ID checked by law enforcement then it is possible.
