Someone had my phone with him at the time he was arrested. Would the police Investigate my phone

It depends. The police might want to inspect any phone found on an arrestee, but they may not necessarily. For example, the police might not be interested in searching someone's phone who they busted for DUI, but they probably would if they did an undercover sting for buying drugs. It really depends on the situation.
