police ask me for my driver's license

I am at home, a boat behind my house sinks, I do not own the boat, I am renting the house and police said I must give them my driver's license or they will take me to jail. I gave my passport but they said it was not sufficient, they said Patriot Act allows them to do this

They could allege you were obstructing justice.

I am not sure if they are allowed to demand your driver's license. What if you did not drive? Whose boat is it? You need to consult with an attorney to review the various issues and determine your rights and responsibilities.
