How do I go about filing charges against a police officer or who would I even contact to start this procedure?

It depends on what you mean by "charges". If you are wanting to register a complaint against a officer for misconduct, you will need to contact the agency's internal affairs. This division investigates allegation of police misconduct.

It depends what kind of charges. If the conduct relates to his charges then you file an internal affairs report at the police station. If he conduct is criminal like a theft then you file a regular police report.
