If you are being investigated for a theft crime, but not charged with any crime, can the sheriff require you to take a polygraph test?

The sheriff can not force you to take a polygraph test.
Before speaking to any law enforcement person, consult with an attorney in the area where you live.

No, a law enforcement officer can not require you to submit to anything without a warrant from a judge authorizing the search (legally that is what the questioning would be considered). Moreover, no Judge would authorize a polygraph because they are so unreliable.
If a LEO tries to get you to submit to ANYTHING you should decline. If they persist, tell them you want to cease all communications until you speak with your lawyer.
You would be amazed, but many times LEOs would be unable to prove up a majority of their cases without client confessions.
