Prison Time
If a person does not score out to prison time on a VOP how is it that a judge can sentence them to prison time?

The guidelines are a mere suggestion, everybody can be sentenced up to statutory maximum. So if you score non prison but the charge is punishable by up to 5 years the judge can give five years.
