The key here is "supposed to early terminate." If you haven't completed every last thing that needs to be done, you won't terminate early, including all programs, community service, fines, supervision costs, etc. More importantly, the judge at sentencing had to order AUTOMATIC early termination upon completion of all conditions before you are "supposed" to terminate early. In other words if the judge said, at sentencing, you can terminate after half your probation is complete upon application with the court, then it doesn't terminate until you go to court.
