Probationary problem

My friend asked for 6 months rehab in lieu of his 8 month sentence. His public defender missed this and he did the time. He wants out of the rehab but it was ordered by a judge. When he checked into probation he was told to go to the rehab house/salvation army. they said he was supposed to report there after jail or be picked up by them. He was not told that nor did anyone pick him up. When he went there they wanted to keep him and made him take a drug test which he failed. They said he needed to report to probation today. he is too scared to go there. Salvation Army called his girlfriend and today they said do not go to probation come here. I am afraid he is too afraid to go. I also think this is an abomination of our system to keep this guy in jail constantly,
