If a Probationer has been paying his Probation for some time and got laid off and is indigent and on Food Stamps is that a reason to be Violated?

They might violate you but you shouldn't be held to be "in violation" by a judge, assuming the judge follows the law. You should maintain contact with your probation officer so that they know the situation. That will lessen the possibility of being violated.
