procedure for being placed under arrest

This may be confusing, but I will try. My friend was at home, a police officer came to his home and asked his name. Officer than placed handcuffs on him and told him he was being brought to the station for questioning, he was placed in the back of the car and driven to the station. My friend asked what this was about, and officer stated he was not sure, was just told to bring him in. He was placed in a cell. They then led him, handcuffed, to a room. There, he waived his rights and made a statement. On page 33 of his statement the detective said ''I now have enough to place you under arrest.'' Was anything violated or done wrong here? I thought you were free to leave when being brought in for questioning, but he was placed in a cell implying he was already under arrest. When in actuality, he was not under arrest until page 33 of his statement.
