My propery was broke into and a utility trailer was taken

My property was broke into by my ex business partner while i was out of town, I had a blank title for the utility trailer that he took and filed a police report. my ex business partner obtained another title by saying he lost his paper work. I had my son go that day with the origanal title and file for regstation and titled it in his name. my ex business partner filed the next day and the tag office issued another title and registration with the sufix [a] to his, now we both have a title and registation and the police say it is only criminal mistiff and traspassing, even though he told the officer he went and got it.The officer said they can not aresst him and get my property back. How can he brake into my property a fully inclosed gate that required power tools to get in and not go to jail? How do i get justice?

I would contact the state attorney's office. Sometimes police do not know all of the nuances of the law. The State may agree with the police, but I think you'll get better results.
