Is it prostitution
A man I met online wants to have sex with me in exchange he offered to pay my rent. Is this illegal?

Technically, it is a form of prostitution. In practicality, the chances of any law enforcement agency becoming aware of this arrangment is very slim, if any. If you feel comfortable with a deal such as this, it is your decision whether or not to enter into it but make sure you have all issues decided in advance as no court will ever enforce the terms because it would be considered an illegal contract. You would not be able to seek the aid of a court because you would not have "clean hands". Good luck.

Soliciting for the purpose of prostitution requires an offer to another person for the purpose of any lewd or indecent act, or they did engage in such act, for hire.
