Legal Question in Criminal Law in Florida
I provide a flag car service for oversize loads in FL and have two trucking companies who verbally refuse to pay for my services.
Do I file a police report for theft of service?
Do I file a small claim?
Isn't it a criminal 3rd degree felony if over $300.00?
How do I file criminal charges?

You don't file criminal charges; only the state attorney can do that. You could make a police report, but they will probably refer you to civil court since it sounds like a contract dispute. Talk to a civil attorney and see if you can make a small claim.
