Legal Question in Criminal Law in Florida
Recently one of my inlaws used a Durable Power of Attorney to access one of My Mother-in-laws accounts without my Mother-in-laws Knowledge and certainly not in her behalf. She cashed in two CD's that were for Her Children and Tried to Cash in The CD that was in My Daughters name but the bank actually stopped her on that one. Can I Prosecute this woman for attempting to steal my Daughters Money?

Yes, she can be prosecuted criminally, but you need to contact the police and/or your local State attorney's office. She can also be sued civilly by you for breach of a fiduciary duty. Either way it is theft and you should pursue this.
