Do police have to tell you that you are being recorded before you give a statement?

No, especially if you are in a police station or police car. Under the law there is no expectation of privacy when a person is in a police station. If the police construct a scenario where a person believes their conversations with another is private those statements are subject to suppression.

If your question is about a statement given to police the law prefers them to be recorded so there is no question about what is actually said by all parties.
