i have a rental applicant that checked no to conviction of a crime, i pulled his criminal record and he has been convicted, should i report this?

It's not a crime to lie on a rental application unless the application was sworn before a notary under penalty of perjury. If the application was sworn, then you can report it, if you want. Maybe you could also report it to one of those "tenant-net" companies that keep records of tenants' evictions and payment histories and so forth.
Make sure the conviction was truly a "conviction," though, and not a "withhold of adjudication." If adjudication was withheld, it doesn't count as a conviction, and the applicant didn't lie.
