Reopening a case

i would like to know if reopening a case on arson and man slaughter ever sees a courtroom. the person was found guilty, and is doing 25 years. the public defender was not capable of handling the case, and a new attorney is now representing him. he was told he would get 11 years if he followed the instuctions of the old public defender, but the judge had his own objective. this gentleman has served almost five years and now is hoping someone will come to his aid, and hear what truly happened. is there any infomation you could give me?

I don't understand your question. Cases do not get reopened. They can be retried if the appeals court says so. I am not sure what the new attorney is doing. Representing him on appeal or an ineffective atty claim? I need more facts
