Restitution and Court Costs-Adj Withheld

Section 19 of the Florida Constitution pertaining to costs. Does this apply to �adjudication withheld� ( felony ) example: I know someone on probation and the file states �adjudication withheld�� they have to serve 2 years probation and pay court fees, officer fees etc� but on top of that� the court ordered �restitution� and combined the restitution amount with the probation fees � forcing the charged individual to pay all�prior to being released from probation directly to the state. If I read the statement below and simply interpret , I would say this is not �legal� according to the Fl Constitution and if applies to �adjudication withheld�. ????

OF THE

STATE OF FLORIDA

AS REVISED IN 1968 AND SUBSEQUENTLY AMENDED

SECTION 19. Costs.--No person charged with crime shall be compelled to pay costs before a judgment of conviction has become final.
